An Update on Proposed Legislative Package, Upcoming Legislative Races and State Rental Assistance

ow that we have passed the bill introduction deadline, we find ourselves dealing with several priority bills this legislative session. Although the bill introduction deadline has passed, there are still many “spot” bills which will likely be amended later that
might become priority bills. A “spot” bill is a bill that amends a code section in such an innocuous way as to be totally non- substantive and has been introduced so that at a later date (after the deadline has passed to introduce bills) the bill can be amended with more substance included.
We consider each of the proposed bills below to be “priority bills” that we are actively engaging with their authors on to support or oppose, or in some cases amend. However, we are also watching dozens of other proposed bills to see how they progress and are possibly amended along the way. This is why it is very important to support the Apartment Association of Greater Los Angeles’ political action committees (PACs) – your apartment association is the last line of defense you have to defeat horrible regulations and to support favorable regulations.
Again, these bills are not yet law and are proposals in various stages of review. The priority bills we have identified so far are as follows:
• Assembly Bill 1710 (Asm.Lee) – “Light pollution” – This bill legislates residential and light emitting
diodes (LED) that create “light pollution” at night.
• Assembly Bill 1738 (Asm. Boerner-Horvath) – “E.V. Charging Stations” – This bill requires mandatory building standards for the installation of electric vehicle charging stations at existing multifamily dwellings
• Assembly Bill 1858 (Asm. Quirk-Silva) – “Substandard Buildings” – This bill would authorize a court to order for a different amount of relocation compensation based on equity in order to adequately compensate a tenant for relocation costs and temporary living expenses during the repairs.
• Assembly Bill 1993 (Asm. Wicks) – “Vaccine Mandate” – This bill requires that employees provide proof of COVID vaccination to employers.
• Assembly Bill 2053 (Asm. Lee) – “Social Housing Act” – This bill creates the Social Housing Act and would establish the quasi-governmental authority, the California Housing Authority, to produce and acquire social housing developments for the purpose of eliminating the “gap” between housing production and regional housing needs.
• Assembly Bill 2203 (Asm. Rivas) –“ Credit Report in Rental Housing Application” – This bill will prohibit requiring a consumer credit report as part of the application process for a rental housing
