 or organizations acting on their behalf, attorney’s fees, and penalties for violations which opens rental housing providers to frivolous litigation.
The Association is strongly opposed to these proposals which will do little to address the homeless-ness crisis and will likely facilitate exodus of the City’s rental housing providers from the industry and with it essential and scarce affordable housing. Renter screening tools serve an important func-tion in assisting housing providers to mitigate risk and enable owners to provide a safe environment for the renters in their buildings.
City of Los Angeles Local Emergency and Related Emergency Measures Extended, Simulta-neously Plans to Phase-Out Eviction Moratorium are to be Drafted
On March 1, 2022, the Los Angeles City Council once again extended the City’s local emergency for another 30 days and through that extension, the City’s eviction moratorium and rent increase freeze ordinances contin- ues as these ordinances’ expiration are directly tied to the expiration of the local emergency. Coun-cilmembers Buscaino and Lee maintained their opposition to the extension.
In November 2021, Councilmembers Buscaino and Krekorian introduced a motion directing a report from the City Administrative Officer (CAO) on all the policies and ordinances tied to the local emer-gency so that the Council could assess the situation comprehensively and determine what actions to take moving forward. Following the release of the CAO report, the City’s Ad Hoc Committee on COVID-19 Recovery and Neighborhood Investment instructed the CAO, in combination with other City offices to, among other related matters, “provide recommendations on a plan for phasing out temporary COVID-19 policies and programs.” At the March 8th City Council meeting, in which the motion and Committee’s instruction was advanced, Councilmember Buscaino and Council Presi-dent Martinez put forward an amendment to the Committee’s instruction directing that the refer- enced report be conducted within 30 days.
In addition to the Committee’s instruction and related modification, a separate motion was intro-duced by Council President Martinez and Councilmember Cedillo directing the City’s Housing De-partment to report back in 30 days “on recommendations and possible amendments to the eviction moratorium” and data on the emergency rental assistance program inclusive of the number of Los Angeles City residents on the program’s waitlist and individuals who may have qualified for rental assistance but have not received assistance from either the State or City programs.
AAGLA has maintained its strong opposition to any extension of the temporary residential eviction moratorium and rent increase freeze and continuously calls for their immediate expiration.
Bell Gardens Conducts a Second Rent Control Workshop
On March 12th, Bell Gardens conduct-ed a second workshop to discuss a potential local rent control and renter protections ordinance. The first workshop was held in December 2021. The workshop included a panel discussion. Michael Fi-orina, an Association member participated as a panelist. Michael is an attorney and the Chief Exec-utive of Total Commercial Real Estate, Inc. a property management firm based in Redondo Beach.
As background, last year, the City Council re-instituted the Rent Control Ad Hoc Committee, to eval-uate the need for a local rent control and/or renter protection ordinance. The Committee is com-prised of seven members: two Council Members: Mayor Marco Barcena and Councilmember Alejandra Cortez, two rental housing providers, two renters, and one non-profit representative.
The City’s Rent Control Ad Hoc Committee indicated that they had received thirty-two proposals from non-profit organizations and were focusing on five of the proposals, as set forth below, which was the subject of the panel discussion:
