AFFORDABLE HOUSING AND FINANCIAL ACCOUNTABILITY ACT OF 2022 (AS OF THE TIME OF THIS WRITING THIS MEASURE IS PENDING ATTORNEY GENERAL REVIEW)
Permits the creation of bonded indebtedness by local governments, schools and college districts and county offices of education for rehabilitation, renovation, acquisition or lease of real property for affordable housing, homelessness prevention and for rental relief assistance with only a 55% vote for ad valorem taxes on real property, and a 55% vote for the creation of general obligation bond (instead of the usual two-thirds votes).
More recently, our Association has been focused on newly proposed state legislation, and also our lawsuits, including our most recent lawsuit against the County of Los Angeles and, of course, our three lawsuits against the City of Los Angeles is also very much on our agenda. We want to make sure to keep you informed and let you know that the Apartment Association of Greater Los Angeles’ Political Action Committee is gearing up and will begin interviewing “key” candidates for Mayor, the Los Angeles City Council, Los Angeles County Board of Supervisors and other local city council candidates. The future mayor and make-up of future city councils and board supervisors is extremely important ot our cause.
These upcoming elections are especially important in light of the Los Angeles City Council’s recent proposed ordinances that characterize sending a three (3) or fifteen (15) day notices to “pay rent or quit” as “harassing” when these notices are legally
required to be given to a tenant before an unlawful detainer proceeding, and proposals prohibiting rental property owners from performing a credit or criminal background check before renting to a tenant when the failure to do so could lead to a property owner’s legal liability for the harm caused to other tenants because of his or her failure to conduct a proper background check. Other proposals involve the city’s setting of criteria housing providers’ must use to rent their units even though the State Fair Housing Laws already address this issue.
