inspection process. Following discussion and concerns raised related to the Commission’s ability to act in the role of an Administrative Hearing Board, the Commission approved a motion recommending that the Council establish that the Commission act as an Administrative Hearing Board to determine associated rent reductions related to habitability violations as determined by the City. With regard the establishment of a local proactive inspection process, while there seemed to be initial consensus as to maintaining the current compliant based system, as the deliberations progressed some of the Commissioners expressed support for some type of baseline proactive inspection process. In the end, the Commission decided to continue the discussion at the next Commission meeting scheduled for February 2, 2022. The Association has expressed the position that the Commission maintain the existing process and protocols without modification.
Culver City Council Approves Creation of Ad Hoc Affordable and Workplace Housing Ballot Measure Subcommittee
At the January 10th Culver City Council meeting, the Council discussed a potential ballot measure for the establishment of a funding source for Affordable and Workplace Housing. Three options were presented to generate funding, a General Obligation Bond, Parcel Tax, or a Business License Tax. The Council were not able to reach consensus as to which, if any, of the three options to advance. Following public comment and Council discussion, the Council approved a motion for the establishment of an Ad Hoc Subcommittee, with Council Member Eriksson voting in opposition.
Council Members Fisch and McMorrin were appointed to the Ad Hoc Subcommittee and directed to consult with the City Manager, Finance Advisory Committee and Advisory Committee on Homelessness on the ballot measure options. As part of the Ad Hoc Subcommittee’s responsibilities, they were also asked to conduct a survey to obtain data on community concerns and complete polling to determine which options, if any, voters would
support. It is important to note, that two-thirds voter approval would be required for a general obligation bond or parcel tax ballot measure to pass. The Association believes that the production of affordable and workforce housing is an important objective and one that should be funded by the community as a whole and not placed solely upon the City’s property owners.
Glendale City Council Reviews Applicants and Selects Appointments for New Ad Hoc Landlord-Tenant Committee
At the January 18th City Council meeting, the City Council discussed application submissions and selected the appointments for the newly established Ad Hoc Landlord-Tenant Committee. A total of 62 applications were received and following an initial review by the City’s Community Development staff, 52 applications were presented for the Council’s consideration. During the meeting, each Councilmember provided their top three nominations within each category: rental housing provider community representatives, renter community representatives, and neutral party representative. The individuals that received nominations from three or more of the Councilmembers were selected for the Committee.
In August 2021, the City Council approved the creation of a Landlord/Tenant Ad-Hoc Committee and related framework. The Ad Hoc Committee will be established for a 12-month term, and consist of 7 members, including 3 representatives of the Glendale rental housing provider community, 3 representatives of the Glendale renter community, and 1 neutral representative, as appointed by the City Council; and will meet on a monthly basis, on the 4th Wednesday of the month at 6p.m. A professional facilitator, contracted by the City, will lead the Committee.
The Committee will have an advisory role and workplan to:
• Review the Rental Rights Programs and recommend changes to enhance the ordinance, if needed;
